It is the policy of the city of Alton that the public streets and alleys of the city of Alton shall not be intentionally encumbered by the public works department or any other person or entity with speed bumps, speed humps or any other similar obstacle intended to impede the normal flow of traffic upon the streets and alleys of the city of Alton as a means to reduce excessive speed of vehicles.
