6-1-3: ALLEYS:
   A.   Standard Specifications: The standard specifications entitled Standard Specifications for Alley Construction, referred to herein, of which a copy is kept on file in the office of the City Clerk, is hereby declared to be the official standard specifications of the City for purposes of this Section.
   B.   Permit Required: The City Engineer is authorized to issue special permits, upon request, to owners of private property to grade, construct, repair or reconstruct pavements at their own expense on the public alleys adjacent to or running through their property when the same are, in his judgment, reasonably necessary. The plans therefor shall first be approved by the City Engineer, and the work shall be done in accordance with the standard specifications of the City for public work of like character and to the satisfaction of the City Engineer.
   C.   Bond Requirement: In cases where the estimated cost of the project shall exceed five hundred dollars ($500.00), the City Engineer shall require the permittee to file a construction and maintenance bond in an amount equal to one-half (1/2) of the estimated cost of the project, conditioned that such work will be done in accordance with the City's standard specifications and guaranteeing the various types of work for the following periods:
      1.   Grading, one year.
      2.   Portland cement concrete pavement, five (5) years.
The City Engineer may also require the permittee to file a bond conditioned to protect and save the City harmless for all claims for damage or injury to other persons by reason of such construction work, or in lieu of such bond the permittee may file with the City a certificate of public liability insurance in favor of the City, indemnifying the City for such claims of damage or injury, the amount of such bond or insurance to be not less than five hundred thousand dollars ($500,000.00) for each person, one million dollars ($1,000,000.00) for each occurrence, and five hundred thousand dollars ($500,000.00) for property damage.
