6-1-2: CONSTRUCTION STANDARDS:
   A.   Definitions: The several words and terms hereinafter mentioned whenever used in this section shall be construed as follows:
    LOCAL STREET: A street which provides direct access to abutting property and also provides for local traffic movement.
   MAJOR STREET: A street which provides for through traffic movement between different areas of this city and also provides for direct access to abutting property.
   B.   Standard Specifications: Unless otherwise provided, the standard specifications entitled "Standard Specifications For Road And Bridge Construction", as published by the Illinois department of transportation, as amended from time to time, of which a copy is kept on file in the office of the city clerk, is hereby declared to be the official standard specifications of the city for purposes of this section.
   C.   Design Standards: Streets laid out and constructed within the city shall meet the following minimum design standards:
      1.   Major Streets: Major streets shall be improved with integrally cast concrete curb and gutter. Curb shall be not less than six inches (6") thick, twelve inches (12") high at the back, six inches (6") high at the front, and having a gutter not less than eighteen inches (18") wide and six inches (6") deep. A major street shall be graded across the full width of its dedicated right of way, including side slopes. The minimum grade of a major street shall be 0.35 percent, and the maximum grade of a major street shall be 10.0 percent. The minimum right of way width for a major street shall be sixty feet (60'). The minimum pavement width for a major street shall be thirty six feet (36'), measured from back to back of curbs. The pavement of a major street shall consist of one of the following:
         a.   Portland cement concrete pavement not less than eight inches (8") in thickness constructed on top of subbase granular material not less than four inches (4") in thickness. The concrete pavement shall be reinforced with wire mesh pavement fabric, and have tie bars at all longitudinal joints, transverse contraction and construction joints, and between the pavement and the concrete gutter.
         b.   Aggregate base course not less than eight inches (8") thick with two inches (2") of bituminous concrete binder course and two inches (2") of bituminous concrete surface course.
         c.   Bituminous aggregate material base course not less than six inches (6") thick with one and one-half inches (11/2") of bituminous concrete binder course and one and one-half inches (11/2") of bituminous concrete surface course.
On major streets where heavy traffic or poor soil conditions are anticipated, a complete engineering design of the pavement for the proposed streets shall be submitted to the Director of Public Works for review and approval prior to construction. (Ord. 6082, 7-10-1996)
      2.   Local Streets: Local streets shall be improved with integrally cast concrete curb and gutter as specified for major streets or with integral rolled-type curb and gutter not less than twenty four inches (24") in overall width and six inches (6") in depth. A local street shall be graded across the full width of its dedicated right of way, including side slopes. The minimum grade of a local street shall be thirty five-hundredths percent (0.35%), and the maximum grade of a local street shall be ten percent (10.00%). The minimum right- of-way width for a local street shall be fifty feet (50'). The minimum pavement width for a local street shall be thirty two feet (32'), measured from back-to-back of curbs. The pavement of a local street shall consist of one of the following:
         a.   Portland cement concrete pavement not less than six inches (6") in thickness constructed on top of sub-base granular material not less than four inches (4") in thickness. The concrete pavement shall be reinforced with wire mesh pavement fabric, and have tie bars at all longitudinal joints, transverse contraction and construction joints, and between the pavement and the concrete gutter.
         b.   Aggregate base course not less than seven inches (7") thick with one and one-half inches (11/2") of bituminous concrete binder course and one and one-half inches (11/2") of bituminous concrete surface course.
On local streets where heavy traffic or poor soil conditions are anticipated, a complete engineering design of the pavement for the proposed streets shall be submitted to the Director of Public Works for review and approval prior to construction. (Ord. 6281, 5-27-1998)
         c.   Bituminous aggregate material base course not less than five inches (5") thick with two inches (2") of bituminous concrete surface course.
      3.   Materials And Methods: Materials and methods of street construction shall be in accordance with the Standard Specifications and shall be subject to the approval of the Director of Public Works.
   D.   Permit Required: The Director of Public Works is authorized to issue special permits, upon request, to owners of private property to grade, construct, repair, or reconstruct pavements, curbs, gutters, sidewalks and driveways at their own expense in the public streets adjacent to or running through their property when the same are, in his judgment, reasonably necessary. The plans therefor shall first be approved by the Director of Public Works, and the work shall be done in accordance with the standard specifications of the City for public work of like character, and to the satisfaction of the Director of Public Works.
   E.   Bond Required: In cases where the estimated cost of the public improvements shall exceed five hundred dollars ($500.00), the Director of Public Works shall require the permittee to file a performance bond in an amount equal to the estimated cost of the public improvements, conditioned that such work will be done in accordance with the City's standard specifications. In addition, the Director of Public Works shall require the permittee to file a maintenance bond in an amount equal to the estimated cost of the public improvements guaranteeing the satisfactory condition of the public improvements for a period of two (2) years following the completion and dedication of the public improvements to the City.
The Director of Public Works may also require the permittee to file a bond conditioned to protect and save the City harmless for all claims for damage or injury to other persons by reason of such construction work, or in lieu of such bond, the permittee may file with the City a certificate of public liability insurance in favor of the City indemnifying the City for such claims for damage or injury, the amount of such bond or insurance to be not less than one million dollars ($1,000,000.00) for each occurrence for bodily injury and five hundred thousand dollars ($500,000.00) for each occurrence for property damage.
