Any person or legal entity operating a commercial tree trimmer business or performing the services of a tree trimmer within the city of Alton shall file with the city treasurer an application for a class C regulatory certificate. Applications for such document shall be made available by the city. The certificate shall be applied for and issued in compliance with the provisions of chapter 1 of this title and shall be subject to the further regulations as established in this chapter. In addition to the requirements of chapter 1 of this title, the applicant for a tree trimming regulatory certificate shall be required to produce proof of insurance at the time of application and upon demand by the city at any reasonable time during the period covered by the regulatory certificate. The deputy comptroller of the city of Alton shall review all evidence as to proof of insurance to determine if sufficient before the issuance of a regulatory certificate by the city.
