The city treasurer shall be responsible for enforcing the provisions of this chapter, including the determination that the decal has been affixed to each machine so licensed. In addition thereto, he shall be responsible for inspecting each machine, not less frequently than semiannually, to determine that the machine is in good working order and that no deleterious or spoiled products are being sold therefrom.
