1-6-2: SUPERVISION OVER DEPARTMENTS:
All appointive offices of the City shall be filled by appointment by the Mayor, by and with the consent of the City Council, except where otherwise provided by law or ordinance.
Except where provided by law, the Mayor may remove any officer appointed by him, on any formal charge whenever he is of the opinion that the interests of the City demand removal, but he shall report the reasons for the removal to the City Council at a meeting to be held no more than twenty one (21) days after the removal. If the Mayor fails or refuses to report to the City Council the reasons for the removal, or if the City Council, by a two-thirds (2/3) vote of all of its members authorized by law to be elected, disapproves of the removal, the officer thereupon shall be restored to the office from which he was removed.
Every administrative department of the City shall be under the direct supervision of the Mayor and all officers in the various departments shall perform their duties subject to the direction of the Mayor or to that of the superior to whom the Mayor has assigned such employee.
The Mayor may authorize an appointive officer or employee to perform duties in two (2) or more departments without authority from the City Council, except that this Section shall not be construed to authorize the Mayor to routinely require members of the Fire Department to perform duties in the Police Department, or members of the Police Department to perform duties in the Fire Department.
