Subject to the terms and provisions of this chapter, the Mayor, or such personnel as may be designated by the Mayor, shall cause to be issued the certificate upon the recommendation of the City Treasurer, subject to investigations by the Building, Fire, Police and Business and Economic Development Departments, to permit the operation of the establishment in the City for a period of one year. The term of said certificate shall begin on January 1 of the year for which such document is issued and shall terminate on December 31 of the same year. No certificate shall be issued at the yearly rate of fees except for the full regulatory year; provided, however, that where such document is issued on or after the first day of July, the regulatory fee shall be one-half (1/2) of the yearly fee for the unexpired term of the regulatory year.
