There is hereby created the position of building inspector in the City of Alton. Education, knowledge and experience shall qualify the building inspector. The duties of the building inspector shall include inspection of premises in relation to applications for business licenses, construction permits and inspections, and all commercial Property Code enforcement, the demolition of dangerous and unsafe structures beyond reasonable repair in commercial zoning districts together with such other duties as may be assigned by the Building Coordinator or the Director of the Department of Code Enforcement from time to time. The total number of building inspectors shall be determined by the annual budgetary process of the City of Alton. Initial building inspectors shall be appointed by the Mayor, by and with the consent of the City Council, and thereafter the positions shall be under the civil service regulations of the City of Alton.
