The Housing Division shall operate as a separate division of the Code Enforcement Department under the direction of the Director of Code Enforcement. The Housing Division shall be led by a Housing Coordinator who shall be qualified by education, knowledge and experience in the administration of Building and Housing Code enforcement, including but not limited to, the ability to administer and oversee the enforcement of provisions of this Code related to landlord licensing, vacant property registration programs, residential Property Maintenance Code enforcement, administration of residential occupancy permit regulations and shall serve as a liaison to the Alton Police Department and Alton Fire Department. The initial Housing Coordinator shall be appointed by the Mayor, by and with the consent of the City Council, and the position shall thereafter be under the civil service regulations of the City of Alton.
