4-22-4: ISSUANCE OF LICENSE:
   A.   The City Treasurer shall issue a Short-Term Rental Unit license when it is determined that all of the following requirements have been met:
      1.   A zoning certificate of compliance or special use permit for the Short-Term Rental Unit has been approved by the Planning & Development Department.
      2.   The zoning certificate of compliance or special use permit and Short-Term Rental license shall state the maximum occupancy allowable for the Short-Tenn Rental Unit based on the City’s adopted codes.
      3.   All applicable state and local fire standards have been complied with including:
         a.   The state fire marshal’s requirements for one- and two-family dwellings,
         b.   All other local fire prevention standards.
      4.   All other applicable standards, including, but not limited to, building construction, plumbing, electrical, property maintenance, and ADA accessibility standards.
      5.   The Licensee shall maintain minimum liability insurance coverage of five hundred thousand dollars ($500,000) for each individual and one million dollars ($1,000,000) for each occurrence. The Licensee shall submit a certificate of liability insurance prior to the issuance of the license. Failure to maintain minimum liability insurance shall result in automatic revocation of the Short-Term Rental license.
      6.   The Licensee shall submit a certificate of registration from the Illinois Department of Revenue for payment of any applicable state hotel or sales taxes.
   B.   License Displayed: Once the license is issued, the Licensee shall display the license at the licensed premises at all times in a location easily viewed by guests of the Short-Term Rental Unit. The Online Travel Company Facilitator shall display the license number, expiration date, and maximum occupancy limit for all Short-Term Rental Unit advertisements or rental listings located within the corporate limits of the City of Alton.
