4-22-1: DEFINITIONS:
The following definitions shall apply to this chapter as written unless context indicates or requires a different meaning:
 
FACILITATOR:
Any person or entity who provides a means through which a person may book a Short-Term Rental Unit to transient guests, regardless of whether payment is transferred through or processed by such Facilitator. Facilitators are considered Lessors, as used herein. Online Travel Companies are considered Facilitators, as used herein.
LESSOR:
Any person having a sufficient proprietary interest in conducting the operation of a Short-Term Rental Unit or receiving the consideration for the rental of all or part of such Short-Term Rental, so as to entitle such person to all or a portion of the net receipts thereof, including Facilitators, as defined herein.
LICENSED PREMISES:
The premises specified in a zoning certificate of compliance or special use permit which allows for operation of a one or more Short-Term Rental Unit(s) in accordance with the provisions of this article and Title 11 Zoning Regulations of the City Code of Ordinances.
LICENSEE:
Any person licensed to operate and maintain a Short-Term Rental Unit under the provision of this chapter.
ONLINE TRAVEL COMPANY:
An organization that books, reserves, or rents hotel or motel rooms and makes other travel arrangements for consumers via the World Wide Web, internet or other digital means. Online Travel Companies are considered Facilitators, as used herein.
SHORT-TERM RENTAL UNIT:
An accommodation for one group of transient guests where a residential dwelling is rented for licensed lodging for a period of time no less than 24 hours and not to exceed 30 days. For the purpose of this definition, a residential dwelling shall include all housing types. This includes “Type A” and “Type B” Short-Term Rental Units as defined in Title 11 of this code. This definition does not apply to a lease-back provision as part of a sale in a real estate transaction. (Ord. 7818, 11-10-2021; amd. Ord. 7878, 4-12-2023)
