The city treasurer shall receive and hold all monies that may come to the parks and recreation department either by subscription, donation, appropriations or fees for the improvement and maintenance of the parks or from other sources and may draw orders, checks or warrants against such funds as he shall hold for park purposes on proper order in writing as directed to him by the executive director of the parks and recreation department of the city or by any legislative or executive order for any necessary expense or expenditures for playground and recreation purposes or other matters relative thereto or arising out of playground and recreation matters.
