There is hereby established a Department of Planning and Development within the Municipal government of the City. The Department shall oversee efforts of the City of Alton to improve and enhance the quality of life for the citizens of Alton through the provision of programs, activities and initiatives relating to economic development, zoning/land use administration, community development, and short and long-range planning. Furthermore, the department shall solicit and promote private and public investment in the City of Alton so as to promote economic development, including the creation and retention of jobs within the City of Alton and the enhancement of its tax base to sustain the efforts of the City of Alton so as to promote the health, safety and welfare of the citizens of the City of Alton.
