Any person, firm, business or corporation that is responsible for causing the fire, police and/or public works department of the city to respond to incidents involving hazardous waste/chemical spills and/or related fires within and beyond the corporate limits of the city shall be charged a fee equal to the cost of said response of the fire, police or public works departments of the city.
