The members of the city of Alton police department are hereby authorized to operate vehicles commonly referred to as all- terrain vehicles upon any street, alley or highway located within the corporate limits of the city, and upon any public property located within the city, while in the performance of their respective duties as employees of the city, notwithstanding the fact that said vehicles are not licensed by the state of Illinois and are otherwise prohibited from operation upon public street, alley or highways.
