2-3-2: ORGANIZATION, TERMS, AND COMPENSATION:
The members of the commission shall be appointed by the mayor by and with the consent of the city council. The terms of the appointment shall be staggered as follows:
   A.   Three (3) for a term of three (3) years, effective March 1, 2015;
   B.   Three (3) for a term of two (2) years, effective March 1, 2015;
   C.   Two (2) for a term of one year, effective March 1, 2015;
   D.   The individuals who serve as police chief, director of economic development and housing, and the city attorney shall automatically be members of the commission so long as serving in their respective positions;
   E.   Annually thereafter the mayor shall appoint the number of members necessary to constitute a full commission of eleven (11), all of whom shall hold their office for the term of three (3) years, or until their successors are appointed, and approved.
At the first meeting after its establishment, the commission shall set a regular meeting schedule whereby it shall meet on a monthly basis or as deemed necessary from time to time.
At their first meeting each year, the members of the commission shall elect one of their members to serve as chairperson along with a vice chairperson, secretary, and treasurer each to serve for a one year term.
The mayor, by and with the consent of the city council, shall be and is hereby authorized to fill all vacancies in the membership of said commission, in accordance with this section, and all appointments hereafter, shall be in accordance with this section.
Members of the community relations commission and any subcommittee or advisory panel established by said commission shall be persons who are committed to a philosophy of equal opportunity for, and fair treatment of, all people without regard to race, color, creed, or national origin, and shall be committed to fostering, encouraging, and stimulating the improvement of relations among and between citizens of all races, creed, national origins, and economic and education levels, and to providing all individuals with an equal opportunity to grow and participate to the best of their ability in the economic, educational, social, and cultural activities available in the community.
The commission may be funded by the city, and may pursue and accept funds from sources other than the city by and with the consent of the city council.
