12-4-7: SIDEWALKS:
   A.   Sidewalks shall be required on both sides of a street in any new residential, commercial or industrial subdivision.
   B.   All sidewalks shall be located within dedicated street rights of way and shall be roughly parallel to the adjacent street. However, any area being considered for a community unit plan as provided for in title 11 of this code or any other applicable zoning regulation may provide for sidewalks to serve the planned development, and may be so designed and located other than along the boundary streets. All such plans shall be approved by the plan commission before acceptance of the final plat by the city council. Furthermore, in all industrial and commercial developments, sidewalks, pedestrianways, courts and courtyards may be designed to adequately accommodate expected pedestrian movement. All such plans shall be approved by the plan commission before acceptance of the final plat by the city council.
   C.   The minimum width of sidewalks shall be four feet (4'), except for commercial and industrial subdivisions, where the minimum width shall be five feet (5').
   D.   Every preliminary plat should be reviewed by the plan commission from the standpoint of sidewalk adequacy in relation to pedestrian and vehicular traffic generation and movement and specifically in terms of the relationship of the subdivision to public and semipublic facilities of the community, such as schools, recreation areas, public facilities, public buildings, etc. Based on these considerations, the plan commission should require adequate provision of pedestrian movement by requiring sidewalks, crosswalks, through blocks, courtyards, etc., as deemed necessary.
