When such map or plat is so prepared, acknowledged and certified, and has been approved by the council, within sixty (60) days of such approval, the same shall be filed and recorded in the office of the recorder of deeds of Madison County, Illinois, and thereupon such plat shall be equivalent to and operate as a deed in fee simple to the public from the owner of all streets, avenues, alleys, public ways and grounds and of such portions of land as therein are set apart from public and city use. Three (3) copies of the recorded final plat shall be filed with the city clerk within fifteen (15) days from the date of recording, along with a digital copy of said plat in a GIS compatible format. Acceptable formats include: ArcView 3.2 (or higher) .shp files, ArcGIS .mxd or .lyr files, and Auto CAD .dwg files georeferenced to NAD 1983 and/or including geographic coordinates for spatial referencing.
