Application for approval of a final plat shall be made not later than one year after preliminary approval has been granted by the City Council. The subdivider may request final plat approval of a part of a plat which received preliminary approval, and may delay application for approval of other parts until a later date with the approval of the City Council, provided all facilities required to serve the part or parts for which final approval is sought have been or are to be provided.
