The Safety Service Director is hereby authorized to establish, maintain, continue or discontinue the First Responder Unit of the Fire Department of the City of Alliance subject to manning, staffing, certification, operation equipment, financial and other concerns as the Safety Service Director may, from time to time, determine applicable. The Director of Public Safety and Service shall issue rules and regulations for the staffing and operation of the First Responder Unit, which rules shall be in accordance with the Ohio Revised Code and the Ohio Administrative Code, and which rules shall be submitted to City Council pursuant to Section 139.03. The level of emergency service may exceed "First Responder" certification level, provided that such service remains in compliance with the Ohio Revised Code and the Ohio Administrative Code.
