139.03 ISSUANCE OF DEPARTMENTAL REGULATIONS.

(a) The Director of Public Safety and Service may from time to time issue regulations or rules for the operation of any department under his control.

(b) The Director shall notify Council of his intentions to issue or amend any rules or regulations.

(c) Any such proposed regulation shall become effective thirty days after the date of the Director’s notice to Council.

(d) Any regulations or rules shall have the full force and effect of law until repealed or amended by the Director or Council.
