The Director of Public Safety and Service shall, when any street mentioned in Section 907.03 is about to be paved, notify in writing the local representative or manager of such telephone, telegraph, electric light or power company owning any wires or cables supported by poles upon the part of the street intended to be paved, to place such wires in underground conduits as required by Section 907.03 within the time provided.
