The Mayor or his designee shall approve each application submitted by a taxicab owner, taxicab driver, personnel transportation operator or personnel transportation driver which meets the criteria of Alliance Codified Ordinances Section 757.04 and issue license which shall expire on December 31 of each year. In the event that the Mayor or his designee finds any of the criteria is not met, the Mayor shall not issue a certificate or license. The Mayor or his designee shall advise the applicant of the reasons for non-issuance and disapproval of the license. The applicant shall have the opportunity to appeal the decision as set forth herein.
