§ 13.16.020 PERMIT REQUIRED.
   It shall be unlawful for any person, as principal or agent, to make any improvement as defined above in § 13.16.010 by or under private contract without first obtaining a permit to do so from the Director of Public Works. Any such permit so granted by the Director of Public Works shall be subject to the terms and conditions of this chapter and shall not be transferable.
