§ 13.16.010 IMPROVEMENT DEFINED.
   The term IMPROVEMENT as used in this chapter shall include the grading or regrading, the surfacing or resufacing of any street, or the construc-tion or reconstruction in any streets or sidewalks, crosswalks, driveways, curbs or gutters.
