§ 9.40.070 GROUNDS FOR PERMIT DENIAL.
   No application for a permit pursuant to this chapter shall be approved when, in the determination of the City Manager, Director of Public Safety and/or Director of Public Services, the event for which application is made would endanger the public health, safety and welfare. Any person may appeal such denial to the City Council pursuant to the provisions of § 5.82.050 of this code.
