(A) Violations resulting in citations. If any motor vehicle is found parked, standing, or stopped in violation of the applicable provisions of this code or state law, the officer finding the vehicle shall record its registration number and any other information which may identify its owner. The officer shall affix a traffic citation to the vehicle in a conspicuous location. The citation shall be on a form provided by the Clerk-Treasurer and shall state that the owner must answer to the charge against him or her within five days during the hours and at a place specified in the citation.

(B) Failure to comply with citation. If the owner of the vehicle does not appear within a period of five days after the date of the citation before the Ordinance Violations Bureau, as provided under § 10.99, the owner of the vehicle shall be deemed to have waived the fines provided for under § 10.99, and the officer shall file the citation in a court of competent jurisdiction.
