(A) (1) An Ordinance Violations Bureau, as authorized under I.C. 34-28-5-1 through 34-28-5-14, is established and instituted for the purposes of collecting fines for certain municipal ordinance violations.
(2) The funds received pursuant hereto shall be placed in the Non-Reverting Police Equipment Fund and shall be used for the purpose of purchasing, maintaining, and upgrading police equipment.
(3) Fines for ordinance violations are based on current state-approved amounts and/or as set by City Council from time to time.
(B) All previous fines shall be doubled for the same offense committed within one calendar year.
(C) The Clerk-Treasurer is hereby designated as the Ordinance Violations Bureau Clerk for the purpose of collecting and depositing the fines for said ordinance violations.

(D) (1) Any person, firm, or corporation who violates any provision of this code for which another penalty is not specifically provided shall, upon conviction, be subject to the following:
(a) A fine not exceeding $2,500 for the first violation; and
(b) A fine not exceeding $7,500 for second and subsequent violations, except for violations of ordinances regulating traffic and parking.
(2) A separate violation shall be deemed committed upon each day during which a violation occurs or continues.
