(A) It shall be the duty of the City Clerk to cause to be prepared suitable license stamps, decals, plates, or tags and to issue same to applicants therefor who have paid the necessary license fee provided for herein. It shall be the duty of the owner of the motor vehicle to display the stamp, decal, plate, or tag upon the motor vehicle at all times and at such place on the vehicle as shall be directed by the Clerk.
(B) The applicant for the license stamp, decal, plate, or tag shall pay to the City Clerk the sum of ten dollars ($10.00) for each license, stamp, decal, plate, or tag issued, except as set forth in § 70.33, to defray the cost of registration, necessary inspection, regulation, and enforcement of this subchapter.
