(A) Any person who violates any provision of this traffic code where no other penalty is specifically provided shall be guilty of a misdemeanor and shall be fined not less than twenty dollars ($20.00) nor more than five hundred dollars ($500.00).
(B) Any person who shall fail, neglect, or refuse to obtain and pay for a license as set forth in § 70.31 et seq. shall upon conviction be subject to a fine or penalty of not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00) and each day that the owner or driver of the motor vehicle shall operate same in violation hereof shall be considered and constitute a separate offense. The criminal penalties provided for by this division shall be in addition to the civil penalties provided for in § 70.34.
