§ 70.33 REGISTRATION PERIOD; DISPOSAL OR TRANSFER OF VEHICLE.
   (A)   The registration herein provided for shall be for the period of one year beginning on July 1 of each year and ending on June 30 of the following year. No deduction shall be allowed from the license fee for such licenses for any period of the year during which the licensee shall not have exercised his rights under the license. For any motor vehicle purchased on or after January 1 of any year, the license fee for the remainder of that particular license period shall be five dollars ($5.00). Further, if any person shall sell or otherwise dispose of a motor vehicle for which a license has been issued hereunder prior to the expiration date of the license, and shall remove the license, stamp, decal, plate, or tag from the motor vehicle and return it or portions thereof (as proof of the destruction of the license) to the issuing authority, the person may be issued another license for another motor vehicle for the unexpired portion of the license period upon payment of a transfer fee of one dollar ($1.00). In the event of the theft of the license stamp, decal, plate, or tag, a replacement shall be issued upon proper proof of prior issuance of a license, stamp, decal, plate, or tag, and upon the payment of a one dollar ($1.00) fee. The issuance of a license hereunder shall not be construed to exempt the holder thereof from the obligation of compliance with any and all other laws.

   (B)   There shall be a charge of one dollar ($1.00) for any transfer of ownership or change of the city license during any time the same may occur during the regular license period which runs from July 1 of each year to June 30 of the following year.
