Proposals to rezone or reclassify any property or applications for special use, and the reasons in support thereof shall be filed with the City Clerk, and shall be accompanied by a fee pursuant to title 13, "Schedule Of Fees", of this Code to partially defray the expense of investigating and considering the proposal, and shall then be transmitted to the Zoning Board for its consideration and report to the Council.
