The purpose of this chapter is to establish procedures and standards for the development and subdivision of real estate within the corporate limits and extraterritorial jurisdiction of the city in an effort to, among other things, insure proper legal description, identification, monumentation, and recordation of real estate boundaries; further, the orderly layout and appropriate use of the land; provide safe, convenient, and economic circulation of vehicular traffic; provide adequate building sites readily accessible to emergency vehicles; assure the proper co-ordination and installation of transportation networks and utilities; promote the eventual elimination of unsafe or unsanitary conditions because of undue concentration of population; and help conserve and protect the physical and economic resources of the city and its environs. Further, the regulations must substantially promote public health, safety, and the general welfare.
