It shall be unlawful for any person to raise, keep, or maintain any swine within the city with the exception that one potbellied or other miniature species or variety of pig reaching no more than 24 inches in height may be kept as a pet on any single lot or combination of contiguous lots under single ownership or use within the jurisdictional limits of the city. In such cases the miniature pig shall be under the control and restraint of its owner at all times and be kept in a manner similar to other domestic animals such as dogs. A violation of this section is punishable as a misdemeanor.

The presence of rats in or about a pen, enclosure or habitable space in which any animal is kept shall be prima facie evidence that such pen, enclosure or space is maintained in violation of the provisions of this chapter. A violation of this section is punishable as a misdemeanor.

With the exception of the infrequent cleaning and processing of wild game during its permitted season, the on-site slaughtering, cleaning and processing of large and medium animals and livestock, including animals larger than typical rabbits and fowl and the on-site sale or commercial preparation of animal meats or other bi-products is prohibited unless permissible as specifically provided in zoning land use ordinances. In no case shall any of the aforementioned exceptions occur in any fashion that is observable in any sense from the public right-of-way or neighboring properties. All of the aforementioned activities shall be conducted in a humane and sanitary fashion, with all bi-products disposed of promptly or otherwise stored so as not emit noxious odors, promote infestation, disease, or attraction of wild animals, vermin or other pests.

The owner of any animal which shall die shall remove the carcass from the city, where it shall be buried. A violation of this section is punishable as a misdemeanor.

(A) The Code Enforcement Officer or his or her duly appointed agent shall enforce the provisions of §§ 81.01 through 81.12, unless such enforcement is the responsibility of another authorized agency or person. The Code Enforcement Officer or his or her duly appointed agent upon notice from any person, or upon their own observation, of the existence of any conditions in violation of the provisions of this chapter shall make such investigations as may be necessary to determine whether in fact such conditions as exist constitute a violation of this chapter.
(B) Upon determination that a violation of this chapter does exist, the Code Enforcement Officer or his or her duly appointed agent shall notify in writing the owner, and/or occupant or person in possession of the premises upon which the violation is located that a violation exists, and direct and order such offender or property owner to bring the property into compliance with this chapter within 15 days from the receipt of such notice.
(C) Failure to comply with this chapter and to abate violations as required by the code enforcement officer shall result in civil penalties as provided in Chapter 10 of City ordinance.
(D) A violation of this section is punishable as a misdemeanor.

DOGS
“DOG.” A dog of either sex if over the age of four months.
“EXPOSED TO RABIES.” A dog has been exposed to rabies within the meaning of this subchapter if it has been bitten by any other animal known or reasonably suspected to be infected with rabies.
“OWNER.” Any person, group of persons, or corporation owning, keeping, or harboring a dog.
“RESTRAINT.” A dog is under restraint if it is secured by a leash or lead; if it is on property of its owner; or if it is under the immediate and effective control of a responsible person.
“SPAYED FEMALE DOG.” A female dog certified by a licensed veterinarian to have been spayed.
