GENERAL PROVISIONS
This chapter shall apply to all special flood hazard areas within the jurisdiction, including extraterritorial jurisdictions (ETJs), of the City of Albemarle.

The Special Flood Hazard Areas are those identified under the Cooperating Technical State (CTS) agreement between the state of North Carolina and FEMA in its FIS dated November 16, 2018, for Stanly County and associated DFIRM panels, including any digital data developed as part of the FIS, which are adopted by reference and declared a part of this chapter, and all revisions thereto.

No structure or land shall hereafter be located, extended, converted, altered, or developed in any way without full compliance with the terms of this chapter and other applicable regulations. A violation of this section is punishable as a misdemeanor.

This chapter is not intended to repeal, abrogate, or impair any existing easements, covenants, or deed restrictions. However, where this chapter and another conflict or overlap, whichever imposes the more stringent restrictions shall prevail.

In the interpretation and application of this chapter, all provisions shall be:
(A) Considered as minimum requirements;
(B) Liberally construed in favor of the governing body; and
(C) Deemed neither to limit nor repeal any other powers granted under state statutes.
