No person shall construct or repair any sidewalk in the city without fully complying with the plans and specifications prepared by the city and set forth in the permit issued under § 151.01 of this chapter. Expenses incurred by the city in establishing grades, assisting and determining location and preparing basic engineering plans and specifications may be paid in full or in part by the city or may be charged against the applicant, in which case the expenses shall be payable by him or her in full as a condition precedent to issuance of the permit.
