(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
1. Perform any building work without a permit when required under § 151.02(A) of this chapter; or
2. Perform any work in violation of the expressed or implied conditions of such permit, including all applicable laws, ordinances, regulations and covenants.
(b) Any person committing any such penal violation shall, upon conviction, be liable to a fine in the amount as shall be set by the Town Council from time to time for each day that the violation continues. Such fine shall be in addition to any further liability for costs of abatement of a violation, or any civil forfeitures imposed under I.C. 36-7-9, or any costs recovered pursuant to any civil action by the town to force compliance.

(2) Any building in which any work is performed without a permit, in violation of the conditions of such permit, or without receiving and passing any inspections, as required in §§ 151.01 through 151.05 of this chapter shall be deemed prima facie an unsafe building subject to further procedures and abatement under the provisions of this code of ordinances.

(C) (1) No person, firm or corporation, whether its owner, lessee, sublessee or occupant, shall wreck, construct, enlarge, alter, repair, move, improve, remove, demolish, equip, use, occupy or maintain any building or premises or cause or permit the same to be done contrary and in violation of any provisions of §§ 151.20 through 151.25 of this chapter or any order issued by the County Building Inspector, the Town Marshal, the general manager of the Town Utilities or by the Fire Chief. Any person violating the provisions of §§ 151.20 through 151.25 of this chapter or the provisions of the state’s Unsafe Building Law, being I.C. 36-7-9 et seq., shall commit an ordinance violation and may be fined up to a maximum of $500 for each violation of §§ 151.20 through 151.25 of this chapter. Violation fines may accumulate for each day that such violation continues.
(2) In the event that the town is required to file ordinance violation charges or is required to seek injunctive or other relief before any court, then, and in that event, upon any determination in favor of the town, the town shall be entitled to recover and have judgment against any such person, firm or corporation or other entity violating §§ 151.20 through 151.25 of this chapter and the town’s reasonable attorney fees incurred in prosecuting these actions.
