Buildings in existence on or before any date when this subchapter first became applicable shall be presumed to adequately conform to the regulations established under § 151.01 of this chapter, and such buildings shall not be required to be modified to comply with any such regulations or any further regulations hereafter adopted, unless it is shown, upon inspection, that any non-complying condition in such building is such as to pose an actual and present hazard to its occupants or others; but, any remodeling or repair work, other than minor repairs and unimportant work as defined in the Uniform Building Code, shall be required to comply. However, all buildings and parts thereof, both existing and new, must be maintained in a generally safe and sanitary condition, and all devices or safeguards which are required hereunder in a building or structure when erected, altered or repaired shall be maintained in good order by the owner or his or her agent.
