(A) (1) No person shall erect, construct, enlarge, alter, repair, move, locate, relocate, convert or demolish any building or structure in the town without obtaining a building permit from the building authority, and signed by the Building Inspector. Such permit shall be void unless the permitted work is begun within 120 days or if work is suspended for a continuous period of more than 120 days. The building authority shall prescribed a form of written application containing such information as it deems necessary to determine that the proposed work conforms to the applicable building regulations. A copy of the permit shall be posted in a conspicuous location at the worksite. However, the building authority may adopt a general rule waiving the permit requirement in any of the following instances:
(a) Erection of small accessory structures not exceeding 144 square feet in area and not intended for human occupancy;
(b) Work, the cost of which (exclusive of the purchase price of manufactured equipment to be installed) does not exceed the amount as shall be set by the Town Council from time to time and does not involve installation or modification of a structural member of the building; or
(c) Minor repairs and unimportant work as defined in the Uniform Building Code.
(2) No permit may be granted until plans and specifications have been filed with and approved by the state’s Building Commissioner, except in the case of work on one- and two-family dwellings and related outbuildings or bridges.
(Prior Code, § 6-3-2)
(B) (1) The Town Council shall from time to time establish by resolution a schedule of fees to be charged to applicants for building permits under division (A) above.
(2) Differential fees may be established for different types of buildings, types of construction work or classes of occupancy.
(3) Fees shall be reasonable in contemplation of the costs incurred by the town for administering the building regulations, issuing permits and making inspections of work.
(Prior Code, § 6-3-3)
