Any person who uses a firearm, air gun, archery weapon or dangerous projectile, except in a manner as authorized herein; establishes, maintains and operates any firearms range without a permit as provided by § 131.06 of this chapter, or in violation of restrictions and regulations imposed as conditions of such permit; or disobeys a cease and desist order given in accordance with § 131.07 of this chapter; commits a penal violation and shall be liable to a fine in the amount as shall be set by the Town Council from time to time for each offense or for each day that a violation continues.
