17.50.040   Minimum Design Standards
   The following minimum design standards shall apply to all construction projects, within the Mixed Use District.
   (a)   All development within the Mixed Use District shall adhere to the intent of the development standards provided in the Adelanto North 2035 Comprehensive Sustainable Plan (Plan 2035). Where there is a conflict between the guidance of this section and that of the Plan 2035, Plan 2035 shall prevail.
   (b)   All primary single family residences shall have a minimum gross floor area of one thousand (1,000) square feet. The minimum dwelling unit width and depth shall be twenty (20) feet, measured from the exterior of the structure and excluding garages, porches, patios, eaves, cabanas, and bay windows.
   (c)   Utility hookups shall be provided along with a designated laundry space, for residential structures, to accommodate installation of a clothes washer and dryer. This laundry space and utility hookups shall be provided within the primary residential structure or within an enclosed accessory structure.
   (d)   Siding material shall consist of stucco, wood, brick, stone, decorative concrete block, or powder coated (colored) architectural metal. Synthetic materials of a similar appearance and equivalent durability shall be permitted, subject to the approval of the Community Development Director. Exterior siding shall extend to a point at or near grade. However, if an approved solid wood, metal, concrete, or masonry perimeter foundation is used, the siding need not extend below the top of the foundation.
   (e)   Roofing materials shall be a minimum Class “A” as defined by the Uniform Building Code and shall be architectural metal, such as standing seam metal, or concrete tile, or equivalent.
   (f)   Areas for trash receptacles and recycling containers shall be provided as required by the City of Adelanto.
   (g)   Architectural Design
      Any new building or structure, any addition to an existing building or structure, and installation or construction of any site improvements shall be designed to create a unified functional and comprehensive site plan. The improvements shall have an integrated architectural theme that is compatible with and will complement and enhance the subject and surrounding properties.
      1.   Residential Structures
         •   Residential structures shall include architectural features, such as those listed below. Furthermore, hangars shall be architecturally compatible with the residential structure.
         •   Low roof pitch
         •   Dormers
         •   Metal/tile roofs
         •   Wood columns
         •   Architectural and structural braces
         •   Recessed entries
         •   Balconies
         •   Awnings or shade elements
         •   Exposed beams and wood fascia
      2.   Commercial-Related Developments
         •   Commercial structures shall include architectural features, such as those listed below:
         •   Integrated roof elements with parapets
         •   Covered outdoor pedestrian areas
         •   Landscaped parking island
         •   Uniform signs
         •   Covered recessed entrances
         •   Architectural elements to screen all mechanical equipment
      (h)   Walls and Fences
      1.   The maximum height at all locations, except the required front yard, is eight (8) feet as measured from the top of the wall to finished grade.
      2.   Retaining and Crib walls shall comply with the requirements contained in Section 17.10.120 (b) of this Municipal Code.
      3.   The height of fences within the required front yard shall be as described in Section 17.10.120 (c).
      4.   All walls must be constructed of masonry, glass block, or a combination thereof. All fences must be built with wood (weatherproofed), decorative/wrought iron, chain link, or other similar materials. The use of unsightly salvage materials is not permitted for fencing purposes.
