No final plat shall be approved for recording unless street and utility improvements necessary to serve the intended occupants of the subdivision have been completed in a satisfactory manner, as set forth herein, or other assurances are executed, as provided herein, that such improvements will be completed.  The standards and details of design contained in Sections 166.28 through 166.30 are intended only as minimum requirements and the subdivider should use standards consistent with the site conditions to assure an economical, pleasant, and durable neighborhood.  All subdivisions shall conform to the comprehensive plan approved by the Commission and adopted by the Council.
