8-2-1: WATER POLLUTION CONTROL DEPARTMENT AND COMMITTEE:
   A.   Water Pollution Control Department:
      1.   Established; Functions: There is hereby established a department of the city to be known as the water pollution control department. The functions and purposes of the department shall be the proper operation, maintenance, and improvement of the wastewater collection and treatment systems of the city. (2006 Code § 7-2-1)
      2.   Department Head: The city superintendent of public works shall be the head of the water pollution control department. (2006 Code § 7-2-3)
   B.   Water Pollution Control Committee: The water pollution control committee shall consist of at least three (3) members of the city council appointed by the mayor. The committee shall serve as liaison between the city council and the department. When necessary, the committee shall make appropriate recommendations to the city council with respect to the wastewater collection and treatment systems. (2006 Code § 7-2-2)
