Unless acting under a contract with the city, no person, other than a duly authorized city official or employee in the course of his employment, or a recognized public utility company, shall make any cut, excavation, or opening in, on, or under any public street, alley, curb, sidewalk, or any other public ground or property without an excavation permit.
