8-1-4: CONNECTION REQUIREMENTS:
   A.   Permit Required: Any person desiring to connect or tap into any water line, or any part of the water system of the city, shall first obtain a written permit from the city clerk to make such connection or tap.
   B.   Annexation Agreement For Users Outside City: Any new user outside the corporate limits shall enter into an agreement to annex to the city when such user's property is or becomes contiguous to the city.
   C.   Restrictions On Issuance Of Permit: No connection permit will be issued to connect to the transmission line between the Abingdon pumping station and the point of connection with the system of the city of Galesburg, except for a connection allowed by an easement agreement.    D.   Permit And Connection Fees:
      1.   Required; Exemptions:
         a.   Each person applying for a building permit for construction of any building within the city which will require city water service shall pay, in addition to the applicable building permit fee, the following sums: (2006 Code § 7-1-5)

         b.   The permit and connection fees do not apply to any person who has been granted a connection to the transmission line between the Abingdon pumping station and the point of connection with the system of the city of Galesburg by an easement agreement.
      2.   Payment Of Fees: Payment for the items set out in subsection D1 of this section, as applicable, shall be made in one payment in the office of the city clerk prior to commencement of any construction and, if applicable, shall be made at the same time as fees for connection to the sewerage system.
