All refuse shall be placed in the type of bags designated by the city and which are available for purchase from retail outlets in the city. The bags shall be securely tied or closed and may be stored in containers with tight-fitting lids; provided, however, that if the bags are not placed in containers, the owner or occupant of the premises shall be responsible for cleanup of debris left by damaged bags.

The city shall provide for the collection and disposal of all refuse in a sanitary manner to ensure the health, safety and general welfare of its residents, under terms and conditions as the city may, from time to time, deem appropriate. Bagged refuse which may be placed in containers shall be placed at the designated collection point on days specified by the city. Collection points will generally be the alley adjacent to the property from which refuse is collected; but where there is no alley, the curb line in front of the property. There shall be a minimum monthly fee set by the Council and adopted by resolution for refuse pickup, whether or not the service is used.
