§ 51.05 COLLECTION OF RECYCLABLE MATERIALS.
   The city shall provide for a recycling center and for the disposal of recyclables in a sanitary manner to ensure the health, safety and general welfare of its residents, under terms and conditions as the city may, from time to time, deem appropriate.
