(A) The provisions of this section are intended to promote public health, safety and general welfare and assist in securing safety from fire, flood and other danger.
(B) The purpose of the emergency warning siren is to provide an audible alert of imminent severe weather to those individuals within the warning devices effective range as described by the manufacturers when properly installed. The audible warning is targeted at those individuals who may be away from shelter and/or electronic media (television, radio, computer and the like) at the time of severe weather. Upon hearing the emergency warning siren, it is intended that individuals seek shelter and attempt to gain further information from electronic media.
(C) An emergency warning siren shall be installed in any subdivision that is to be located in an area of the town not covered adequately by an emergency warning siren, as identified by the town’s Emergency Warning Siren Coverages Map, dated 6-1-2001, as may be amended from time to time and incorporated herein by reference. The subdivider shall be responsible for the installation of an emergency warning siren within the subdivision. The construction and installation of the emergency warning siren shall be in compliance with the town’s construction standards. The location for or placement of the emergency warning siren and the extent/radius of its coverage area, shall be determined by the town’s Fire Department and Police Department during the review of a primary plat and based upon coverage deficiencies identified by the Emergency Warning Siren Coverages Map.
(D) Emergency warning sirens shall be located within platted easements dedicated to the town or in common areas of the subdivision, with a maintenance easement running to the town.
(E) Once installed by the subdivider and accepted by the town, all future maintenance, repair or replacement of warning sirens shall be the responsibility of the town.
