§ 193.054 MONUMENTATION.
   (A)   General. The subdivider shall place permanent reference monuments in the subdivision as required by this chapter and as approved by a state registered land surveyor to provide interior and exterior control as well as lot location within the subdivision. The control is to be established so as to provide a record of the registered land surveyor who is responsible for the location of the monumentation. All markers installed shall meet the spirit and intent of this section while providing specific reference to the registration number of the survey professional.
   (B)   Street monuments. The subdivider shall have set under the supervision of a registered land surveyor appropriate permanent monuments at all angle points and intersections of street centerlines providing horizontal street control throughout the subdivision. Such permanent monuments shall be set as soon as practical after the potential for damage by continued construction activity has ended. The permanent monuments shall be presented complete and correct in location at the time of subdivision acceptance.
   (C)   Subdivision boundary monuments. The subdivider shall have set under the supervision of a registered land surveyor appropriate permanent monuments at all corners, angle points or other horizontal control along the outside boundary of the subdivision. Such permanent monuments shall be set following the final grading and utility installation for each development phase or section of the subdivision. The permanent monuments shall be presented complete and correct in location at the time of subdivision acceptance.
   (D)   Standards for monuments. Standards for permanent monuments shall be as follows: a five- eighths inch or larger diameter metal rod having a metal cap on top showing either the responsible land surveyor’s registration number or the state’s firm identification number (865 I.A.C. 1-12-18) and having:
      (1)   For street centerline demarcation: a length equal to the thickness of the pavement;
      (2)   For other required monument locations: a length of 36 inches; and
      (3)   Each monument shall:
         (a)   Be installed so that the crossmark shall coincide with the point being marked;
         (b)   Be set flush with the finished grade;
         (c)   Be detectable by a magnetic locator; and
         (d)   Be installed in such a manner that they will not be dislodged or removed by frost heave.
