§ 99.02 LOOSE ANIMALS.
   (A)   No animals, including but not limited to, dogs and chickens, shall be allowed outside their owner’s premises unless under the reasonable control of some person. A chicken is not allowed to roam free on any public property or the property neighboring the animal’s owner without express written permission of the neighbor(s).
   (B)   For purposes of this provision, REASONABLE CONTROL OF A DOG is defined to mean that the animal is restrained by a secure collar and a leash not in excess of six feet in length and the owner of the animal or such other person exercising control of the animal is connected to or holding the other end of the leash. For purposes of this section, REASONABLE CONTROL OF A CHICKEN is defined to mean that the animal is confined in a chicken coop or by a fence securing the animal to the owner’s premises.
